Reconstructing Prior Law

Unlike California Statutes, the annotated codes for the California Code of Regulations are both unclear and complex, making interpreting them extremely difficult.  LRI has developed a time-tested methodology for getting around these short-comings.  Standard hourly fees and additional charges apply as specified below.

Rulemaking File Research 

Processing a Public Records Act (PRA) request takes 1-3 hours, depending on how much the agency drags its feet.  For this service we charge $100/hr., with a one hour minimum, plus additional costs, which vary depending upon which transmission format you choose (see see "Additional Charges" below).   However, we generally recommend that you take advantage of our "Reconstructing Prior Law" service, where we identify which administrative register(s) first promulgated the terms at issue, to ensure that we are requesting the correct documents on your behalf.

If the agency has preserved its files for public access, there are three options for obtaining the records: 

  • The agency can provide the copies at its posted charges, but this will generally slow down access. 
  • The client can retain a contract copy service which will authenticate its work.  We can also provide a referral.  (We do not receive a referral fee for this complimentary service.)  Per above, we recommend digital scanning for word searches if the files are lengthy.  The client may chose to have the records sent to them as is, or can retain us to index the records, inserting separate paging for ease of reference and any necessary guiding comments.  Hourly charges apply per below.
  • If the collection is so voluminous that it is cost prohibitive to copy/scan all the records, we are available to comb through the collection at our standard hourly rates.

Additional Charges

Standard Digital Report

  • $0.30 per page for copies and scanning

Deluxe Digital Report

  • $0.30 per page for copies and scanning
  • $10 per part for an added word-search feature 80-100% accurate.  Note: there will be multiple parts to the report if it is over 500 pages long

Hardcopy Report

  • $0.25 per page for copies
  • Binder costs (range between $3.46 and $10.63, depending upon size)
  • Assembly charge, $25 per binder (some bills have multiple binders)
  • Shipping costs: FedEx Overnight

Note: Orders placed by 10:00 am trigger that same day for inclusion in the project period.  Weekends and State Holidays are not included.
