Over the past two decades we have acquired substantial expertise in identifying and obtaining the key legislative history materials generated during a bill’s enactment and related materials which the courts utilize in construing a statute. Our in-depth, authenticated Custom Reports come with all the high quality features that have made us a leader in our field. Not surprisingly, LRI has amassed a huge library of such reports. Many have been converted to a digital format and Custom Reports are continually being added to our collection. In fact, LRI was the first company in California to offer digital legislative history reports. We pride ourselves in always looking for ways to better meet our clients’ needs. GETTING STARTED
Complimentary Language Trace. In general, it saves you time, trouble, and money to only order the legislative history of the act or acts that added the key terms of interest. Most of the time we can help you narrow the scope of research at no charge, even when the prior chaptered law is so extensive and complex that it requires a great deal of effort to analyze. On the rare occasion where it requires an exotic roadmap to keep track of things, we might ask for authorization to bill you a nominal sum to assess the chaptered laws and make a recommendation. Once we know which act or acts added the terms you care about, we check to see if we have a custom report in our library that meets your needs. If not, you still have two other ordering options, a Custom Report (all dates) or a Core Report (1943 – current).
REPORT FEATURES
Options and Features. We offer two different ordering options for reports housed in our Digital Archives collection: Core Research and Specialized Research. All of our reports have:
- User-friendly format
- Signed, court-ready authentication
- Table-of-contents style index which cites the sources for all records
- Points and authorities for gaining judicial notice
- Bonus: Many reports also include page number references in place of tabs, word-search functions, and some even have bookmarks and internal links from the index
ORDERING INFORMATION
Option 1. Core Research ($275)
All research reports on legislative bills enacted from 1943 to date share the same type of core research documents, regardless of the code section being researched. This research generally includes such materials as: (1) bill versions, (2) the final calendar, (3) occasional, substantive Journal entries, (4) the contents of various legislative bill files when available (e.g., author, committees, floor, partisan caucuses, etc.) and (5) the Governor’s Chaptered Bill File. Collections can be spotty and generally improve in scope and depth with each passing decade.
Option 2. Custom Research ($325)
Many reports require additional, customized attention for the following reasons: To identify and capture materials beyond the core research that are unique to the specific code section of interest. This can include interim hearing materials, background studies, and relevant predecessor failed or concurrent failed bills that have influenced the terms at issue, model acts, etc. The core research is read carefully for leads which are followed up on. Other research methodologies are also implemented depending upon the subject area and enactment period.

Transmission Details. Our digital reports are transmitted via the internet or emailed, depending upon file size. There are no digital processing charges for reports in our Digital Archives collection. We work to meet your deadline - often exceeding expectations.
