Although we cannot conduct much new research during the current shutdown, we do have an extensive in-house collection of reports painstakingly acquired over the past four decades, so we are open and here to serve during the pandemic.  To help ease the financial burden this crisis has caused, we would like to offer a 20% discount off all research fees from now until May 31, 2020.  Please note that for Online Store purchases, this discount will not appear in the shopping cart, but will be applied to the invoice that gets emailed separately.  But wait - there's more!  We would like offer an additional 10% off if you are willing to send us the name of your favorite author: intent@lrihistory.com.  With all of this extra free time on my hands, I'm suddenly out of new books to read!  If you find yourself in the same predicament, click here to see the list of recommendations.

LRI History LLC (LRI) has specialized in providing in-depth research on the history and intent of legislative and constitutional enactments at the federal, state, and local levels since 1983.  The courts routinely treat our research reports the same way they treat case authority for construing legislative intent (see CCP § 1859).

LRI is known for providing thorough, relevant, and targeted research at competitive rates.  Complimentary consultations to narrow the scope and cost of your project are de rigueur with us.  One appreciative, seasoned attorney summed it up when he said "this is obviously more than a business for you."  We invite you to find out for yourself.

Report Options

The legislative history of a California statute is comprised of individual bill files, such as policy committee bill files, fiscal bill files, Governor's bill files, etc.  These individual bill files are then combined to create one legislative history report.  So when we speak of files, we are referring to these individual bill files. Please note that some research falls into specialized categories, so the information below will not apply in all cases.

Good: Online Store

You can download directly from our unique Online Store for California legislative history.  These reports contain only those bill files we already have in-house, so it may not be all of them, but it is a great starting point for gaining an understanding the Legislature's intent.  The report will be available for immediate download, and will not cost more than $275.

Better: Core
With our Core reports, you will receive all available bill files for the main bill.  There will only be minimal organization within each file, but the report does include a signed authentication and a basic table of contents.  Rates will vary depending on how quickly you need the research completed.

Best: Custom
Custom reports will include all available bill files for the main bill, as well as any additional background research that may be cited, such as failed legislation, interim hearings, studies, etc.  This is our most comprehensive research option.  There will be extensive organization and a detailed table of contents, as well as a signed authentication.  Rates will vary depending on how quickly you need the research completed.
